In a major move to empower the grassroots of our state, the Union Government has officially released ₹275.1253 crores under the XV Finance Commission Jharkhand grants. This disbursement for the Financial Year 2025–26 is set to transform the rural landscape by strengthening Panchayati Raj Institutions (PRIs) and Rural Local Bodies (RLBs).
Impact of XV Finance Commission Jharkhand Grants
This latest release is specifically the 2nd installment of Untied Grants for FY 2024–25. The funding is designed to reach every corner of the state, providing a financial backbone to:

253 Block Panchayats (Panchayat Samitis)

4,342 Gram Panchayats
By ensuring these funds reach the local level, the government is prioritizing decentralized governance and local empowerment.
How the XV Finance Commission Grants Will Be Utilized
The XV Finance Commission Jharkhand grants are recommended by the Ministry of Panchayati Raj and the Ministry of Jal Shakti, then released through the Ministry of Finance. These grants are generally categorized into two types:
1. Untied Grants (Current Release)
The current disbursement of over ₹275 crores falls under “Untied Grants.” These funds offer flexibility to local bodies to address location-specific felt needs. Under the 29 subjects of the Eleventh Schedule, these grants can be used for:

Improvement of village infrastructure.

Rural electrification and maintenance.

Strengthening local education and health centers.

Note: These grants cannot be used for salaries or administrative overheads.
2. Tied Grants
While the current release is untied, the XV Finance Commission Jharkhand grants also include “Tied” portions dedicated to critical services like:

Sanitation: Management of household waste and maintaining ODF status.

Water Supply: Rainwater harvesting, water recycling, and ensuring clean drinking water.
The Governance Process
