XV Finance Commission Jharkhand Grants: Over ₹275 Crores Disbursed

In a major move to empower the grassroots of our state, the Union Government has officially released ₹275.1253 crores under the XV Finance Commission Jharkhand grants. This disbursement for the Financial Year 2025–26 is set to transform the rural landscape by strengthening Panchayati Raj Institutions (PRIs) and Rural Local Bodies (RLBs).

Impact of XV Finance Commission Jharkhand Grants

This latest release is specifically the 2nd installment of Untied Grants for FY 2024–25. The funding is designed to reach every corner of the state, providing a financial backbone to:

  • 24 District Panchayats (Zila Parishads)

  • 253 Block Panchayats (Panchayat Samitis)

  • 4,342 Gram Panchayats

By ensuring these funds reach the local level, the government is prioritizing decentralized governance and local empowerment.

How the XV Finance Commission Grants Will Be Utilized

The XV Finance Commission Jharkhand grants are recommended by the Ministry of Panchayati Raj and the Ministry of Jal Shakti, then released through the Ministry of Finance. These grants are generally categorized into two types:

1. Untied Grants (Current Release)

The current disbursement of over ₹275 crores falls under “Untied Grants.” These funds offer flexibility to local bodies to address location-specific felt needs. Under the 29 subjects of the Eleventh Schedule, these grants can be used for:

  • Improvement of village infrastructure.

  • Rural electrification and maintenance.

  • Strengthening local education and health centers.

  • Note: These grants cannot be used for salaries or administrative overheads.

2. Tied Grants

While the current release is untied, the XV Finance Commission Jharkhand grants also include “Tied” portions dedicated to critical services like:

  • Sanitation: Management of household waste and maintaining ODF status.

  • Water Supply: Rainwater harvesting, water recycling, and ensuring clean drinking water.

The Governance Process

The release of these funds is a collaborative effort between the Union Ministry of Panchayati Raj, the Ministry of Jal Shakti (Department of Drinking Water and Sanitation), and the Ministry of Finance. By releasing these funds in two instalments annually, the government ensures a steady flow of capital for rural development projects.

Why This Matters for Jharkhand

For a state like Jharkhand, where a vast majority of the population resides in rural areas, the strengthening of Gram Panchayats is vital. This disbursement of ₹275+ crores means:

  • Faster Project Completion: Gram Panchayats will have the liquidity to finish pending local infrastructure projects.

  • Grassroots Empowerment: Local leaders can address specific issues unique to their villages that might be overlooked at the state level.

  • Improved Quality of Life: Better roads, cleaner surroundings, and improved local facilities for the rural brothers and sisters of Jharkhand.
